HDAB-NL

As part of the European Health Data Space, each country establishes a Health Data Access Body (HDAB) as a governance structure for the secondary use of health data. The HDAB, entrusted to a public organization, has responsibilities related to the central processing of data requests and the provision of requested data. The HDAB also issues permits for data access and oversees and reports on the data availability process. 

Within this project, which consists of a consortium including VWS, RIVM, CBS, ICTU, and HRI, work is being carried out in 10 work packages, ranging from project management to communication, and from developing technical components (Data access and application management solutions, secure processing environments and data quality) to connecting to the European infrastructure EU4Health. 

The HDAB-NL program realizes the necessary infrastructure and governance to facilitate the establishment of a Dutch HDAB. The project has a duration of 4 years (48 months) and commenced in July 2023. It is funded by VWS with co-financing from the EU, with a total budget of 9.5 million Euros. 

Health-RI is leading the design and implementation of a national metadata catalog (WP6). HDAB-NL also provides broad communication to the public, healthcare providers, researchers, data holders, businesses, etc. In addition to communication, Health-RI is leading the development of training programs and setting up help desks.
